The European Union, United States, United Kingdom, and six other countries have signed the first binding international treaty on artificial intelligence (AI), known as the Framework Convention.

The agreement, drafted by the Council of Europe, establishes a legal framework for regulating AI development and use, ensuring respect for human rights, democracy, and the rule of law.

Signatories must implement measures to mitigate AI-related risks and ensure transparency, allowing users to lodge complaints if affected by unfair algorithmic decisions.

The treaty also allows for moratoriums or bans on certain AI applications when necessary and grants citizens the right to claim in case of unfair or discriminatory automated decisions.

This legal framework complements the European Union's AI Act, which reinforces transparency, safety, and accountability in AI use.
